Develop GitHub Workflows for Go-based back-end modules

Description

Currently all back-end modules are built and deployed via Jenkins-based pipelines.

Develop GitHub Workflows to be utilised with eventual Go-based back-end modules. Do the usual build, test, and publish activities.

The initial Workflows are now merged to mainline of folio-org/.github and folio-org/mod-reporting
