(ECS) "Consortium manager" app available in Member tenants

Description

Steps to reproduce:

  1. Log into evrk2 ECS Central tenant (https://eureka-central-tenant.int.aws.folio.org )

  2. Click on user profile dropdown in the top navigation bar → Select “Switch active affiliation“ option

  3. In appeared modal, select any tenant other than Central → Click “Save & close“

  4. Check available applications in top navigation bar

Expected result: "Consortium manager" app button is NOT present in top navigation bar

Actual result: "Consortium manager" app button is present in top navigation bar and the application can be opened

Still reproducible. CM is installed for all tenants, so the solution would probably require installing CM only for the central tenant.
