Licenses - Edit: add spacing above repeating group buttons

In the License and Amendment Edit panes where a repeating group button is displayed, there should be some space between it and the element above it, as shown in the below screen snip of the "Add organization" button.

In the License Edit/New pane, buttons which require space adding above are:

1. Add core document

2. Add supplementary information

In the Amendment Edit/New pane, buttons which require space adding above are:
