Fallback tenant logic

Description

Fallback tenant logic will be hardcoded in phase 1. 

 

Scope:

 

  • Try to resolve external user ID in the local tenant (already implemented).

  • On failure, call `GET /circulation-bff/external-users/{externalUserId}/tenant/{tenantId}`.

  • 404 => failure. 200 => secure patron (we can fail here too, the implementation will be finished in EDGPATRON-2)
