Patron notices: pickup reminder and holdshelf expiration notice not sent

Description

Steps to Reproduce:
1. Log into https://bugfest.folio.ebsco.com
2. Create pickup reminder and hold shelf expiration notice templates
3. Set up notice policy using these templates sending out before and upon hold shelf expiration (see screenshot for details)
4. Create new request using a pickup service point with 20 minute hold shelf expiration period
5. Check in item so it becomes available for pickup (ready for pickup notice is sent to user)
6. Wait until hold shelf expiration date expires

Expected Results: Receive pickup reminder 10 minutes before and expiration notice upon hold shelf expiration time

Actual Results: no notices received

, so just to be sure I understand this. You're saying that if I have two notices setup in a policy – one triggered by request expiration and the other for hold shelf expiration – it'll work fine, But if I have, for example, a page request or awaiting pickup FIRST, and THEN a request expiration and hold shelf expiration, then it won't work? However, if those are in reverse order with request expiration and/or hold shelf expiration, THEN the page request or awaiting, then it will work?
