Steps to repro:
Logged into https://bugfest.folio.ebsco.com/
Created a patron notice policy called Cate test
Configured the policy so it sends notices (1) when an item you have requested is awaiting pickup and (2) when your requested item expires on the hold shelf

Configured the circ rules to trigger Cate test for the Material type = Book and Patron group = Chalmers student

Checked out item 1204220660 (book) to Dahl, Ludvig (Chalmers student)
Edited the user record for Feil, Penelope to give her my email address
Created a recall request for 1204220660 for Feil, Penelope as the requester
Check the item back in (I first checked it in at a service point other than the pickup service point for Feil's request)
Check item back in at the pickup service point for Feil's request
Expected:
1. No recall notice should be sent to the current borrower because the circ rules in this environment do not include a patron notice to be sent when a loan is recalled
2. If a recall notice were sent, it should go to Dahl, Ludvig
3. A requested item available for pickup notice should have been sent to Feil because her item is now awaiting pickup
Actual:
1. A recall notice was sent to Feil as if she were the current borrower
2. No requested item available notice was sent to Feil
Additional information: I created a page request earlier for item 1204172968 for requester Rutherford, Izabella and checked it in at the pickup service point. In this case, I did receive the correct Requested Item Available for Pickup email.
