In order to protect against invalid circulation rules we could reject circulation rules where the provided ID does not refer to a record that can be found.
For example,
m 2420bf28-eb9b-4ba0-a4a9-b4015b2e786c
is valid syntax because the ID reference is a UUID, however it should be rejected when there is no material type with ID2420bf28-eb9b-4ba0-a4a9-b4015b2e786c
