[SPIKE] [ECS R Bugfest] Requests export to CSV does not work for Hold TLR

Description

Overview: when at least 1 Hold TLR is returned by search/filters and “Export search results (CSV)” option is clicked, csv file is not generated

Steps to reproduce:

  1. Ensure at least 1 Hold Title level ECS request is present in “Requests” app in Central tenant

  2. Apply filtering by Request type - select Holds

  3. Click “Actions” → “Export search results (CSV)

Expected result: csv file is generated, system prompts to save it on device

Actual result: no file is generated, “CSV report is being generated. Please wait.” text is displayed instead of “Export search results (CSV)” option in actions menu.

Need to relogin to activate the button again

Additional info: CSV is generated successfully for Page requests (even with TLR in results) and for item-level Holds

Similar issue is present on sprint testing -
