SPIKE - When TLR recall is created it is assigned to Aged to lost item

Description

During testing CIRC-1683 on Morning Glory bugfest, there was discovered one issue. When a recall request is placed for user Stephanie Suzanne Buck, the item that was requested has a status of Aged to lost. Instance ID - mgin00007385838. The request should have gone to the item with status On order. This is part of Scenario 2. 

For the second test with Instance ID in1969759 and the same user, the recall went to the item with status Paged, which is the correct behavior.
