This decision was made by the Tech Leads group prior to the adoption of current decision making processes within the FOLIO project.

Background/Context

A new process has been put in place to help determine the personal data being stored by FOLIO.  The process involves filling out a PERSONAL_DATA_DISCLOSURE.md form and placing it at the top level of each module's github repository.  Of course it must also be maintained thereafter as changes are made in the module.
