Basket is not showing entitlement options object data which is causing downstream functionality issues. Similar to ERM-285. 

TODO: Fix applied as per ERM-285 would be sufficient, even though it would retrieve the information twice. 

• change "add title to basket" button in PCI view to be passed entitlement option instead of PCI option
• change backend shape to return entitlement 
• check if package 
• if no package, check if PCI
• verify that publication type is populated correctly, as well as parent package, platform, coverage
