Disallow editing Fulfillment preference when Request is in Open - Awaiting delivery or Open - Awaiting pickup

Description

Purpose: To disallow editing of fulfillment preference when Request is in Open - Awaiting deliver or pickup. Editing at this point would be complicated to handle and is probably not a priority. Can add this capability later, if prioritized.

Scenarios:

  1. Scenarios

    • Given a request is in Open - Awaiting delivery or Open - Awaiting pickup

    • When displayed in edit mode

    • Then the Fulfillment preference menu should be uneditable

and I realized this story was also needed for Delivery requests. I think blocking edit when requests are in this state will allow us to avoid a bunch of complications.
