export mocks for consumption by UI-apps' functional test

Description

Overview: Export mocks for the deps provided by platforms as peers for UI apps including at least all stripes-* modules, react-intl, and possibly others.

Summary: Collect stripes-* mocks, and maybe/probably other modules provided by platforms for UI apps to use as peers, in order to free UI apps from maintaining their own copies of these mocks. This will reduce duplication and provide a consistent developer experience.

In the end, this just feels too risky: changes here have the potential to break tests in repositories that are totally disconnected from this one. stripes-testing should provide a stable interactors API, but mocks should remain local.
