Permissions error when editing Settings --> Tenant --> Locations

Description

Found on Bugfest, reproduced on Snapshot.

It appears that ui-tenant-settings.settings.location needs to have inventory-storage.holdings.collections.get and inventory-storage.items.collection.get

  1. Create a user with one permission, ui-tenant-settings.settings.location - displayName is "Settings (tenant): Can create, edit and remove locations"

  2. Log into FOLIO environment and go to Settings --> Tenant --> Locations

  3. Select an existing location

  4. Select edit from the Actions menu

Expected result: location opens as expected.

Actual result: two errors appear:
