Description

Introduce a new view only permission which will allow for viewing all tenant settings without an ability to add, edit or delete any settings records.

This is an old task hanging around orphaned, we're going to close it and duplicate the need for locations in . I'm not sure if service points is needed, but we can at least start with the locations view requirement.
