Names of tenant-created permission sets are not translating

Description

Overview: When choosing either a session locale or a tenant locale that is different than English, the names of library-created permission sets in Settings --> Users --> General --> Permission Sets do not translate.
Steps to Reproduce:

  1. Log into folio snapshot as a user with appropriate permissions to Settings --> Users and Settings --> Tenant or Settings --> Developer

  2. Go to Settings --> Tenant or Settings --> Developer and change the locale to a non-American English locale.

  3. Go to Settings --> Users --> General --> Permission Sets

Expected Results: The names of the permission sets are translated to the locale language.
Actual Results: The names still appear in American English.

Per Zak Burke's comments on https://folio-org.atlassian.net/browse/UXPROD-370 this is not actually a bug, but is expected behavior for tenant-created values. So I am closing this accordingly.
