Cannot view or edit tag settings when user is assigned permission "Settings (Tags): Can enable or disable tags for all apps"

Description

Overview:

Users with assigned "Settings (Tags): Can enable or disable tags for all apps" permission cannot view or edit tag settings.

Steps to reproduce

  1. Create a user.

  2. Assign permission "Settings (Tags): Can enable or disable tags for all apps" to the user created in step 1.

  3. Login with this user

  4. Navigate to Settings > Tags

  5. Click on "General"

Expected results:

User should be able to view and edit tag settings.

Actual results:

User is not able to view tags.
