Overview:
The "Generate predicted pieces" option in the Action menu in the serial view pane should not be active unless there is an active publication pattern for the serial

Steps to Reproduce:

1. Add a new serial record

2. View the new serial record and select the "Actions" menu

3. See the "Generate predicted pieces" option in the menu is active

4. Select the option

5. Attempt to generate predicted pieces

Expected Results:
The "Generate predicted pieces" option in the menu should be inactive/greyed out until there is an active publication pattern.

Actual Results:
The option is active and if the user tries to do use it, this will fail
