When viewing a Serial record:

1. In the header area should be displayed containing

   1. The Serial app logo

   2. The Serial title

   3. the PO line in the format PO line - 29895-1

2. The serial title should also be displayed as a heading e.g.

   1. <h2 class="headline---AluNK size-xx-large---QLQfL margin-xx-large---Ly9ug font-weight-bold---nDVMb" data-test-headline="true">This is a serial title</h2>

3. If the Serial has Notes then a Notes accordion should display at the bottom of the serials record, and the notes should be displayed in an MCL with one column for the note text. The Notes accordion should be open by default
