Overview:
When using publication templates with chronologies with a locale specified, the locale in the template is not used when applying the template to create a new publication patter

Steps to Reproduce:

1. Load the attached template ruleset

2. Create a new publication pattern using the template

Expected Results:

• The new publication pattern should have two chronologies, one in `en` locale one in `fr` locale

Actual Results:

• Both chronologies are in the `en` locale
