Steps to reproduce:

1. Go to “Settings” → “Tenant” → “Reading room access”

2. Make sure there are no reading rooms

3. Click “New” button

4. Fill in any data (optional)

5. Click “Cancel” button in “Actions” column

Expected result: creation of reading room is cancelled, no new record is created

Actual result: new empty record is created on UI and displayed on pane

Empty record disappears when user opens any other setting and returns to Reading rooms pane
