Display error message for non-existent patron barcode

Description

As a library staff user,
I want to see an error message when I enter a patron barcode that does not exist,
so that the user experience will be more intuitive and informative.

  • Scenario: Handling non-existent barcode

    • Given: Staff user with ‘Reading room access: In app - track access’ permission opened the Reading Room Access page

    • When: Staff user enters non-existent patron barcode and clicks Enter

    • Then: The system displays the error message "User with this barcode does not exist”

That user should have some service point assigned to him, without which the reading rooms will not be fetchable.
