(FSE Dry run 1) Already assigned users don't have checkboxes during unassign process

Description

STEPS
1) Log in as admin to as admin user
2) Apps > Setting > Authorization roles
3) Find and select any role with already assigned user > Click it
4) In the Role detailed view pane expand “Assigned users“ > Click “Assign/Unassign” button
5) Find already assigned users/s in the opened modal

ACTUAL RESULT
Already assigned user/s have no checkox, which makes unassign process impossible from this UI point. Check the video
Workaround: Roles can still be unassigned through Apps > Users > Edit user

EXPECTED RESULT
Checkboxes present, and users are highlighted

Additional:
Only for dry run1, snapshot and bugfest envs are fine

P2, targeting the next QCSP since the ICs feel the workaround (unassigning roles from the users app) is inconvenient enough that we should get it fixed ASAP.
