Get an error when try to request Item

Description

Overview: Get an error when try to request Item for user without sponsor if previously scanned Requester with sponsor and selected "Or acting as proxy for" in "Who are you acting as" modal
Steps to Reproduce:

  1. Go to "Requests" app

  2. Scan Item barcode

  3. Scan Requester barcode (User with sponsor) and select "Or acting as proxy for" option

  4. Scan Requester barcode (User without sponsor)

  5. Save request

Expected Results: Request saved
Actual Results: Get an error "proxyUserId is not valid"

Additional Information: Issue reproduce for both type of requests: Item level and TLR. After reloading the page user can create request.
