Disable request detail action menu when hardcoded UUID is present

Description

Purpose: When a request has a hardcoded UUID present (due to data migration), the request details action menu should only show Cancel

User story statement(s):

As a folio user,
I do not want to see Actions that do not work
so that I am not confused about what Actions are available

Scenarios:

  1. Scenario:

    • Given Request details

    • When a hardcoded UID is present due to data migration

    • Then the Actions dropdown should only show Cancel request (the other options should be removed)
