UI-Quick-Marc Settings Lccn-Duplicate-Check Edit does not enable Settings module

Description

ui-quick-marc.settings.lccn-duplicate-check.edit permission is missing settings.enabled as a subpermission, so if you enable it by itself, you cannot access the settings menu. It should be added so that it is accessible.

Hey and I don’t see why we need to change anything here. This setting is not available on the UI, so there’s no need to enable quickMARC Settings page when a user has this permission to edit this setting via the API. Besides, quickMARC doesn’t have any settings on the UI, and adding a permission that enables the page will just show an empty page to the user.

As an alternative, maybe we can add a description to the permission declaration explaining that this is an API setting and there’s no UI available?

This is actually only happening in Eureka environments since Eureka allows permissions with attribute

"visible": false

both to be displayed and assigned. Since this is Eureka-only, I will assign this ticket to myself and make the needed fix.
