If a user manually adds/edits a $9 to a non-linkable/non-controllable bib field then allow the user to enter successfully save the record.
Must support adding/editing multiple $9 for one field (edge case)
If a user imports a MARC bib record that has a non-linkable/non-controllable bib field with a subfield $9 then allow user to Save record.

If a user manually adds a $9 (AND Does not matter what the user entered for $9.) to a linkable/controllable bib field then display this error message: $9 is an invalid subfield for linkable bibliographic fields.
