@folio/handler-stripes-registry dependency is outdated

Summary: The dependency on @folio/handler-stripes-registry is out of sync; the Poppy version is 2.0.0, not 1.3.0.

Details: This causes a build warning:

In fact, it is not clear to that this dependency is necessary at all. I see it in package.json but don’t see any imports from it in `./src`. Does it provide endpoints that we query? If not, can it be removed?
