Overview: We would like to be able to search in Orders POLs that are received and linked to their holdings for a particular location. Searching through the Orders app and filtering by location does not produce results of POLs where the holdings is linked.
Steps to Reproduce:
Log into some FOLIO environment as User X
Open FOLIO Orders App
Scroll down to the location filter, click on location look-up
Section campus, library, and appropriate location
Click save and close
Results do not match what we currently have
Expected Results: Orders app filtering would produce results for all orders that reference that location AND all orders that reference a Holdings with that location as a permanent location.

Location filter updated:
Given User is search and filtering for Order lines
When user expands Location filter
Then user is able to select a location
AND results will show all order lines that have the selected location AND Order lines that have a Holdings with a permanent location of the selected location
Actual Results: For in-house, the results we saw were from last fiscal year and even then did not capture all items we purchased last fiscal year. We saw no POLs from this fiscal year when we know we've purchased items for that location.

Additional Information: Our theory is that the location filter is only looking for records that use the location code and was not updated to deal with the records connected to the holdings. From the user perspective this is a bug AND really a regression.
From the user perspective Location and Holding are 1 and the same in this context. Two filters would be strange for the user to navigate as there could be 1000+ Holdings for a given location. That would mean selecting 1 location and 1000 holding records to be able to see the orders they are expecting to see.
The user expects to select 1 Location and have the system find all orders that bring material to that location. Meaning all orders that reference that location AND all orders that reference Holdings with that location as a permanent location.
