Titles: Search by Tag does not display results

Description

  1. use https://bugfest-honeysuckle.folio.ebsco.com/

  2. Go to Agreements app

  3. Access an Agreement

  4. Click Add Agreement line

  5. Click eholdings

  6. Click Link e-Resource

  7. Search by a tag fy_2021

Expected: Every resource with the tags fy2021_review

Actual: No results

And another issue

Selecting multiple tags is not applying OR to each selection. It is applying AND to each selection.

 If I remember correctly we had a similar issue with Agreements on Scratch env and it wasn't reproduced anywhere else, so it's an environment issue, but I'm not sure what causes it.

- it works BUT there is a delay in the display of the attached resource as an agreement line. AND when it finally displays, the Title does not display on the Agreement line and when you click on the Agreement line no eholdings resource information displays. Is it an environment/configuration issue? I am using scratch dev environment

 no, the implementation is still there, we just need to show it. Same for access type filter
