Manage acquisition unit permission not working

Overview: Can not change the acquisition unit of an organization even when user has the correct permission

Steps to Reproduce:

1. Log into bugfest-lotus

2. Click Organization app

3. Create organization with Acquisition unit you are assigned to

4. Edit organization and add or remove Acquisition unit

Expected Results: User can add more acquisitions units or remove acquisitions units as needed.

Actual Results: Organization could not be saved message shown and Operation restricted message show. Even though user has the correct permission.
