EDI scheduling time incorrectly formatted on edit form

Input issue: EDI Scheduling Time:

For some reason, when I go back in to edit the EDI scheduling time it changes from what it was originally set to. I haven't really figured out why this is happening or why it chooses the specific time it does. In screenshot, "EDI Time Originally Set" you can see that the time originally selected was 1:37 PM. When I go in to the record to edit it, "EDI Time Editing," it has changed to 8:37 PM. This doesn't impact what I see when viewing the record. I can cancel or edit other fields and the time is still 1:37 PM. Maybe it has to do with time conversions?

Expected Results: time should have original formatting

Actual Results: time is formatted to another value

Hi When we eventually start using the scheduler, we may want to consider changing it to something like the voucher scheduler, which is a newer (and probably better) design.

I also have a note someplace to talk with you about relabeling a couple fields in the Organizations' Account accordion, and making some of them not be required. Haven't had a chance to write it up yet

I found an issue that picker on EDI settings doesn't recognize AM/PM, I'll make a quick fix
