Campuses: New Button Should be Inactive Until Institution is selected

1. Scenario

• Given Settings > Organization > Campuses

• When Institution is not selected

• Then:

  • The warning "Please select an institution to continue" should display

  • The "Campuses" header, "+ New" button, and campus-list should be hidden

• When Institution is selected

• Then:

  • The warning "Please select an institution to continue" should be hidden

  • The "Campuses" header, "+ New" button, and campus-list (filtered by institution) should display

1. Scenario

   • Given Settings > Organization > Campuses

   • When no Institution is selected

   • Then:

     • The New button should be disabled

     • The button should have hover text reading "Institution must be selected to add a campus"

     • The "Campuses" heading should not display

     • The "There are no campuses" text should not display
