Purpose: To add the value of Ongoing for the Receipt status and Payment status POL filters

User story statement(s):

As an acquisitions staff member working with ongoing orders
I want to be able to filter PO lines by the Ongoing status
so that I can more easily find the orders that I need to work on

Scenarios:

1. Scenario 1:

   • Given the POL search/filter pane in the Orders app

   • When viewing the options for Receipt status and Payment status filters

   • Then the value Ongoing should appear in the list of values under each filter, in alphabetical order with all the existing values

2. Scenario 2:

   • Given the Ongoing value in the Receipt status and Payment status filters

   • When a User selects it

   • Then any POL search results should be filtered by that value
