Unable to save order with Workflow Status set to Open

Overview: Unable to save order with Workflow Status set to Open.

Steps to Reproduce:
Loged into bugfest.folio.ebsco.com as user nancyb
Opened the Orders app
Selected Orders
Clicked New
Completed the following fields in the Order:
Vendor: Amazon.com
Assigned To: Nancy Bachelder
Order Type: one-time
Bill To: Demo
Ship To:Demo
Tags: Acq-related
Workflow Status: Open
Clicked Save&Close

Expected Results: Order saved.

Actual Results: Received error message, "Order could not be saved."

Additional Information: Was able to complete tests T10908 and T10909 successfully with Workflow Status of order set to Pending.

This can not be reproduced in the folio-testing environment. However, the system should not allow you to save an order as open immediately with no POLs. This is a know UX issue that will be addressed in https://folio-org.atlassian.net/browse/UIOR-456#icft=UIOR-456.
