Overview: Templates in Settings are sorted alphabetically, regardless of case. Templates in the "choose template" box when creating an order are sorted alphabetically, but ones that start with upper-case sort before ones that start with lower-case

Steps to Reproduce:

1. Log into FOLIO-snapshot as diku_admin

2. Go to Settings/Orders/Templates

3. Create a few templates, some whose name begins with a upper case letter, some beginning with a lower case letter. No need to fill in any details except the title.

4. View the list of templates and note the sort order

5. Go to the orders app and create a new PO

6. Click on the Template name field to view the list of available templates and note the sort order

Expected Results: Both lists of templates should be in the same order, alphabetical, interfiled, regardless of whether the first letter is upper-case or lower-case

Actual Results: Interfiled in Settings, but separated by case in Create order screen
