Can't set Order Workflow Status back to Open

Description

Overview:
Steps to Reproduce:

  1. Log into bugfest.folio.ebsco.com as user 'cpu' (Cayce Pollard - fake user with full permissions)

  2. Find existing Order with a status of Pending or Closed and select Edit

  3. Change the Workflow Status to Open and select Save
    Expected Results:

  4. Order will show up in the order list with a Workflow Status of Open
    Actual Results:

  5. Workflow Status remains set to Closed or Pending
    Additional Information:
    I haven't tested every field, but other changes to the Order seem to be saving.

Dennis, thank you for giving it a try. I tried it again on bugfest.folio.ebsco.com this morning and can now get it to save with a status of Open.

(I'm new to JIRA and am not sure if it is better to close an issue or delete it, but you can feel free to do either.)

I was not able to reproduce this at folio-testing.aws.indexdata.com. I was able to open a closed order with PO number S60402.
