 "renewal date" and "subscription to" dates cannot be edited once an order is opened.  They may need to be edited due to human error or changes by the publisher .  
User story statement(s):
As an acquisition librarian,
I need to be able to change renewal dates and subscription dates of open purchase order lines
so that I can keep my purchase order subscription to and renewal dates in sync with the vendor
Scenarios:

1.  Scenario: Add or edit a renewal date

   • Given there is a purchase order

     • and there is an associated purchase order line

     • and the purchase order is open

   • When the user selects "Edit" from  the purchase order line actions menu

   • Then the user can edit to the purchase order line renewal date

2. Scenario:  Add or edit a "subscription to" date

   • Given there is a purchase order

     • and there is an associated purchase order line

     • and the purchase order is open

   • When  user selects "Edit" from  the purchase order line actions menu

   • Then the user can make a change to the 
     purchase order line "subscription to" date
