Overview: Orders (settings): View all settings not allowing user to see Instance matching area

Steps to Reproduce:

  1. Log into some FOLIO environment as User X

  2. User X only has "Orders (settings): Can view all settings" permission

  3. Navigate to settings>Orders

Expected Results: Under inventory interaction there is a sub heading for "Instance matching. User can select and view the settings in third pane

Actual Results: Under inventory interaction there is NOT a sub heading for "Instance matching.
