Purpose:

The "Enclosure needed" toggle is output on the voucher but can not be set by the user when creating invoice.

User story statement(s):

As an invoicing librarian,
I want to be able to set "Enclosure needed" as true or false when creating invoice
so that this information is accurate when the voucher is output in a batch voucher

Scenarios:

1. Scenario: 

   • Given user is creating invoice

   • When adding invoice level infotmation

   • Then user has a toggle for "Enclosure needed" in Extended information accordion

   • AND by default the toggle is set to false

2. Scenario:

   • Given user is approving invoice

   • When "Enclosure needed" equals true

   • Then enclosureNeeded is output in voucher as True
