Set exchange rate manually for Invoice when current rate unavailable

Description

Overview: When paying in other currencies an exchange rate is needed to create payments in system currency.

Acceptance criteria:
Given user is creating invoice
When selecting a currency other than system default currency
Then system displays 'Current exchange rate'
AND IF it can NOT be retrieved
Then system toggles SetExchangeRate
AND user must input an exchange rate value to be used for invoice instead of current rate
