replace babel-eslint with @babel/eslint-parser

Description

babel-eslint was deprecated after v10 and is no longer maintained. It has been replaced by @babel/eslint-parser. Migrating is necessary in order to continue enforcing code standards that use contemporary react features such as hooks.

It looks like I fixed this on 21 April 2022, in this commit: https://github.com/folio-org/ui-ldp/commit/c21a68071a195d4af222728ebc210da122f4dd73

As a result:

That commit date means that the first release that include this was v1.7.0, so I have retroactively tagged it to that release and will update the change-log accordingly.
