BUG: Statement of Responsibility in Instance entity

Description

Pilot library: Library of Congress

The statement of responsibility (MARC 245 $c) is not appearing anywhere in the instance record.

This is NOT the same as the MARC 1xx field, and is one of the most necessary transcribed fields.
