A User with permissions "Check Out circulating items" is logged in

you're correct - a service point is required to be assigned to a user in order to access the check out app, I added that to the preconditions on the test case

 - can you select a service point for this user to see if this works? To select a service point, you will need to assign on the User account. It seems that this can only work if user has a service point assigned.
