(ECS) MARC-related options are disabled for shared MARC instance on member tenant

Preconditions:

1. Central and member tenants exist

2. User has following permissions on central tenant:

   • Inventory: All permissions

   • quickMARC: View MARC bibliographic record

3. User has following permission on member tenant:

   • Inventory: All permissions

   • quickMARC: View MARC bibliographic record

4. Instance with source MARC on central tenant exists (to create Instance with source MARC you can use this test case: https://foliotest.testrail.io/index.php?/cases/view/2325 )

5. User is logged in on member tenant

6. User is on "Inventory" app.

Steps to Reproduce:

1. Search for an instance from Preconditions -> Click on the title of the Instance.

2. Click "Actions" button -> Check the "Actions" menu.

3. Pay attention to the "View source" option.

Expected Results: The "View source" option is enabled and clickable.

Actual Results: The "View source" option is disabled for shared instance on member tenant.
