Ramsons CSP - menu item - actions > move holdings/item does not appear after using it once & returning

(Also recreated in Ramsons pre-validation)

version: folio_inventory-12.0.12

To recreate:
1) go to https://eureka-bugfest-ramsons-consortium.int.aws.folio.org

2) select member tenant ‘college’

3) Go to inventory, search for Almena's dogs and select instance

4) In details view selection actions>move holdings/items

5) in select instance modal window search for 10,000 & select 10,000 answers

6) Cancel move, 'x' out of page

7) Go back to instance of Almena's dogs (search and select it)

8) View actions menu, move choice is not longer there.
