(FSE Dry run 1) Holding titles are shown inconsistently while moving item within an instance

Overview: While moving item within an instance, user should be given a dropdown with the titles of all holdings in the instance. However, this behaviour is distrubed, sometimes there is nothing in the list, sometimes not all choices are present

Steps to reproduce:

1. Log in to Eureka FSE Dry run 1 environment

2. Go to inventory, search for instance with at least two holdings and one item

3. In the third pane, click “Actions“ dropdown, choose “Move items within an instance“

4. Click checkbox with any item, click “Move to“ dropdown at the holding accordion

Expected result: User is offered to choose from list of holdings

Actual result: There is a list, but it’s empty(or half empty, inconsistently)
