Description

Summary: remove BigTest cruft since it has been wholly replaced by Jest/RTL tests.

Details: Remove unused dev-dependencies, tests, and config files. We haven't run BigTest here since March 2021; they weren't working at the time and the repository has only changed further since then meaning they will only be more broken now. 

Note: needs to be coordinated with existing unmerged BigTest work in UIIN
