Context: Several librarians have requested a permission that allows the user to view the source record AND not edit the holdings record via quickMARC (see screenshot)
Requirement: Create a new permission called View MARC holdings record
This permission will allow a user to View the source record BUT not edit the holdings record via quickMARC
Acceptance criteria:
Given I assigned a user the permission : View MARC holdings record
When I go to the Inventory app and click on a holdings record with source = MARC
Then the third pane Actions menu should not give me the option to Edit MARC holdings record
AND I should be able to View the source record
