Steps to Reproduce:
Log into https://bugfest-goldenrod.folio.ebsco.com/ as folio/folio
Go to Inventory and find an item that is Checked out (or check it out yourself)
Open the actions menu for the item
Expected Results: "New request" option should display in the action menu for checked out items
Actual Results: The option does not display for checked out items
Additional Information:
This problem also exists in snapshot
The new request button does display when the item is Available, Paged, Missing (this is correct)
The new request button does NOT display when the item is Withdrawn, Claimed returned, Declared lost (this is also correct)
There are a few item states I didn't test yet, but the whitelist showing which item states are requestable is on this spreadsheet, if you are interested: https://docs.google.com/spreadsheets/d/1jaID-HGft3q4YzJq6Ycy2ejWByAIvou3Zyyw4ko87YI/edit#gid=0 As long as one type of request is allowed for the item state, the new request button should display in the actions button
I verified that the new request option did display for checked out items in fameflower bugfest (folio/folio): https://bugfest-fameflower.folio.ebsco.com/inventory/view/1ddf5ff5-a967-4252-bb41-b68aea1926a0/483dff5c-e27c-45b0-895a-6aebec6a55fa/91930c6d-d122-4690-a906-27ee3e623f17 so this is a regression. Can we put a test on this?
